One of the key policies adopted by many countries to promote the sustainable development of tourism is the centralized planning and development of tourist towns and villages, aimed at preventing scattered and unregulated construction that can degrade the environment, disrupt the socio-cultural fabric, and weaken the economic structure of tourism destinations. Mahdishahr County possesses significant potential for tourism development due to its diverse attractions. However, in recent years, villas and residential houses have been constructed in a scattered manner and often in violation of established building regulations. The aim of the present study is to identify suitable locations for the development of a tourist village in Mahdishahr County by employing Geographic Information Systems (GIS) and Multi-Criteria Decision-Making (MCDM) techniques. For this purpose, spatial data related to land use, tourism infrastructure, accessibility, and environmental criteria were collected, and potential sites were ranked using the Delphi method and the Analytic Hierarchy Process (AHP). landscape attractiveness, tourist carrying capacity, and environmental sustainability. The integration of multiple criteria enabled the identification of areas with the highest potential for tourism development. The results indicate that numerous constraints exist in this field, particularly due to the characteristics of the natural environment, such as topography and the current state of infrastructure. Finally, three potential sites were identified for the development of the tourist village. Following a field visit and detailed evaluation, Site 1—located midway between Shahmirzad and Kiasar, south of the village of Deh Soufian—was selected as the most suitable option.
